JOB DESCRIPTION

Position Title: Grants and Contracts Specialist GROUP: Agriculture and Volunteer Programs UNIT: Agriculture, Resilience, and Water Reports to: Finance and Operations Manager LOCATION: Quezon City Position Summary: The Grants and Contracts Specialist supports the project’s grant mechanism and consultant pool for the Building Safe Agricultural Food Enterprises (B-SAFE) Project. The Grants and Contracts Specialist provides management and oversight of the administrative aspects of the project, including consultant life cycle management, grant life cycle management. The Grants and Contracts Specialist may provide operations support as needed by the project. ESSENTIAL Responsibilities: Manage the grant proposal review process, coordinating with the technical team and with the grant applicants as necessary to clarify points and assist them on the UEI and other grant requirements. Preparation of grant packages including the grant agreement and supporting documents and work with home office project management and awards management staff in the review and approval of the grant package. Coordinate with the technical team to ensure field support in scoping out proposed activities and upon approval, monitoring implementation to ensure timely execution of grant activities Coordinate with technical and MEL staff to ensure the proper monitoring of grant implementation including documentation and verification of cost-share, investment leverage and other related indicators In coordinate with technical staff, review reports from grantees and conducting field visits to extend/coordinate necessary support in implementation Maintain all necessary records and coordinate with grantees on their financial reports, providing support when necessary in developing these reports Coordinate with the technical team in conducting end-of-grant evaluation and in documenting good practices/technologies as a result of the grant Coordinate with Operations team on the procurement activities for in-kind grants, including the preparation of documents and contracts and monitoring the delivery of output and disbursal of payments. Coordinate with the technical team and leadership to finalize consultant recruitment and contracts and manage their contracts through each end date. Maintain and monitor consultants’ tracker and prompt the leadership staff on payment of milestones and deadlines Implement other operation and grant activities, as necessary Other Responsibilities: Contribute to the overall program planning, monitoring and reporting to ensure timely and efficient progress in line with project goals and objectives. Ensure operational efficiency and quality of implementation to meet the program’s goals MINIMUM QUALIFICATIONS Bachelor’s degree in Business Administration, International Development, Technology Management, Food Technology, or other related fields. Minimum 5 years’ experience in project implementation and operations including grants management and procurement. Experience in working on USG-funded projects and USDA projects preferred. Knowledge, Skills & Ability Requirements: Demonstrated experience in overseeing project operations and finance matters Familiarity with international donor financial and accounting regulations and procedures Experience developing and managing grants under a donor-funded project Ability to work in team and have good interpersonal communication skills. Good Microsoft Office skills (Word, Excel, Outlook, Teams). Excellent written and spoken English skills. Winrock is an equal opportunity employer.
