ITS Vice Presidency Context:

Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations.

Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.

ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.

Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.

The World Bank Group ITS Enterprise Architecture focused on enabling Digital Transformation, Technology Governance and Cloud with specific service areas covering all areas of the Architecture, (including Business, Solution, Technology, and Infrastructure Architecture)

The Enterprise Architecture department in ITS is seeking to hire an Architect with experience in all dimensions of Enterprise architecture including business, Solution and Information Architecture. Deep knowledge of all segments on the SDLC process with; hands-on expertise in architecting and assessing complex enterprise solutions. The professional – Information Officer typically works on one or more projects as a member of a team or as a project leader; Works on complex projects that require knowledge in one or more architectural domains and business segments; He/she is responsible for participation on one or more project teams, including the design and modeling of the architecture and related solutions, component identification, quality reviews and adherence to policies, standards, guidelines, and procedures. Responsibilities include, but may not be limited to, the following:

Duties and Accountabilities:

•Support and deliver the roadmaps and other EA engagements.

•Support the development of strategy and future state vision of enterprise solutions in ITS.

•Ensuring alignment of Roadmaps to ITS strategy and EA principles.

•Supports the design, development and integration of EA Business repositories, and EA business suite of products including INSIGHT dashboard and roadmap portal and modeler.

•Engage, communicate, and secure agreement at senior management level covering both business and technology domains.

•Leads workshops and Joint Design Sessions with stake holders across all levels and across multiple business and IT domains to seek input and build consensus for a common vision.

•Ensure capturing of EA data in structured manner in line with EA business guidelines.

PLUS:

•Proposes plans and strategies that focus on ITS’ long-term objectives, taking an enterprise-wide focus.

•Plays a leadership role provides mentoring in the development of future technical talent across all ITS.

Selection Criteria

Minimum Education/Experience:

Master’s degree with a minimum of 5 years relevant technical and business work experience. Recent experience in operational EA and proficiency is enterprise architecture domains a must. (Bachelor’s degree is minimum education requirement, with 7+ years of relevant experience). Sample degrees include Computer Science, Library Science, Information Management or Information Systems.

•Specialization in one or more areas of Enterprise Architecture domain with recent experience in developing roadmaps for enterprise solutions and business domains.

•Experience in presenting and engaging with stakeholders at all levels to collaborate and coordinate in areas of strategic importance.

•Learning Orientation – Stays abreast of broad new trends and developments in the industry and. draws on learning to introduce others to emerging trends and new approaches to address current and future issues and opportunities.

•Foundation Architecture Knowledge – Researches the design of new architectural components.

•Knowledge of Emerging Technology – Defines the processes and practices for evaluating new technologies and their potential value to the business.

•Innovate – Develops innovative solutions with others.

•Deliver Results for Clients – Achieves results and identifies mission-driven solutions for the client.

•Collaborate within teams and across boundaries – Initiates collaboration across boundaries and broadly across WBG and brings differing ideas into the forefront.

•Create, Apply and Share Knowledge – Creates, applies and shares knowledge from across and outside WBG to strengthen internal and/or external client solutions.

Other Selection Criteria:

•Experienced IT professional with in-depth and hands-on expertise in Solution and Business architecture with a good breadth, knowledge and experience working across all EA domains.

•Experience Working across multiple areas of the business from an architectural perspective.

•Prior experience in conducting impact analysis as outlined in the ‘Duties/Accountabilities’ section above.

•Knowledge and experience in Enterprise Architecture frameworks, Solution Design, modeling, design and implementation.

•Proficient in translating business processes into Information/Solution architecture blueprints, experience developing Integration Architecture for various Information exchange across various Enterprise systems.

•Proven ability to develop detailed solution design (Business objects, Data Objects, ER models, Interfaces etc.)

•Understands and maintains market trends in cloud, technology & architecture domains.

•Understands Architecture Constructs – (Architecture & Design patterns, SOA etc.), Development Methodologies (Agile, Iterative etc.)

•Knowledge of databases, best practices in Information & Solution Architecture and applying them to solve problems.

•Proficient in Software Development Life Cycle, and experience in full life-cycle implementations.

•Must have experience using MS Visio for documenting process/information flows and architecture, knowledge of iGrafx a plus.

•Experience working with various stakeholders (business, technology etc.) and conducting workshops to obtain relevant information.

•Excellent oral and written communication, documentation and presentation skills.

•Ability to work independently, and with a cross functional team of architects and SMEs.
