The mission of the Antimicrobial Resistance (AMR) Division is to define, advance, promote and monitor comprehensive policies and strategies that prevent, reduce, and mitigate drug-resistant infections and the overall impact of antimicrobial resistance globally based on the Global Action Plan on Antimicrobial Resistance and the 13th Global Programme of Work of WHO and the Sustainable Development Goals (SDGs). It also provides global direction and strategic leadership for the global response to antimicrobial resistance in coordination with the Food and Agriculture Organization of the United Nations (FAO), the World Organisation for Animal Health (WOAH), the United Nations Environment Programme (UNEP) and other United Nations and international agencies and facilitates the creation of a common goal and vision through innovative partnerships, political engagement and promoting multisectoral engagement and synergy across the One Health spectrum in humans, animals, plants, food, feed and the environment. Its main objective is to support the development, implementation, and monitoring of One Health National Action Plans for Member States and facilitate the mainstreaming of effective strategies and actions, including on the prevention and control of infection, antimicrobial stewardship, awareness creation and communication, research and development in their health and development agendas in partnership with FAO, WOAH and other key partners. The Office of the Assistant Director-General provides support to the Director-General in directing the work of the Organization within the framework of WHO’s Constitution to maximize the Organization-wide contribution to the work of Member States in achieving significant gains in health status, and progressively realizing the objective of the attainment by all peoples of the highest possible level of health.



The incumbent will play a lead role in strategically positioning the work of the AMR Division; supporting WHO’s AMR leadership, advocacy, resource mobilization and public health objectives; and highlighting AMR activities, results and impact.

They will be expected to:

1. Coordinate and support the AMR Division’s work on publications:

Lead and contribute to the development and implementation of publications strategies and work plans; serve as the AMR Division’s Publishing Focal Point; provide guidance and support across AMR Division for WHO publishing procedures, policies, services and clearance through WHO Press; track AMR Division publications planned, in progress and published; ensure relevant clearance approvals are obtained by technical teams; represent AMR Division in cross-WHO coordination of publications.

2. Provide strategic guidance to the Assistant Director-General and the AMR Division on AMR advocacy and outreach, and deliver key products and support:

Identify key objectives and audiences; maximise outreach for AMR publications and communications products; oversee and deliver the AMR Division Quarterly newsletter; manage subscriber lists; co-develop stories on the impact of WHO AMR work and donors’ support; manage AMR communications focal points network in close liaison with Department of Communications; serve as AMR Division Web Focal Point.

3. Provide writing, editing and layout support across ADGO and the AMR Division:

Contribute to corporate information and advocacy products, presentations, brochures and reports; identify and deliver additional advocacy documents in support of the technical work of the Division; advise on and support commissioning of external support where needed; provide editing and layout guidance/support to technical teams; ensure consistent visual identity in AMR Division written products and presentations.

4. Support information management, publications and events planning and delivery for ADG and AMR Division priorities: e.g. UN and other high-level meetings; Member States briefings and events; the Strategic and Technical Advisory Group on AMR.

5. Support the Executive Officer in developing and coordinating briefings, talking points and presentations for the ADG, especially on WHO’s AMR priorities, advocacy and resource mobilization.

6. Perform any other related duties as required.





  • University degree in public health, biomedical sciences, social sciences, international relations or a related area.


  • Advanced university degree related to health and/or international relations.
  • Specialist training in technical writing, editing, and publishing.




  • At least 5 years experience in writing and editing both technical and advocacy material in a health-related field.
  • At least two years experience of developing and executing publications and advocacy strategies for a United Nations organization or in a related context.
  • Demonstrated experience in: web publishing; coordinating external professional editors and graphic designers in preparing print-ready publications; managing the editorial and production process for multi-contributor and/or inter-agency publications.


  • Experience in writing technical and advocacy material on issues concerning antimicrobial resistance.
  • At least three years’ experience of working with WHO and other key players in global health architecture.
  • Specific knowledge and experience of working with key partners and audiences for antimicrobial resistance, health emergency preparedness and response, and universal health coverage.
  • Experience and competence with WHO’s editorial rules, house style and publishing process.




  • Demonstrated strategic skills in identifying key publications and advocacy needs and designing plans and products to meet them.
  • Advanced writing and editing skills with ability to understand and communicate complex technical issues in the field of public health.
  • Excellent organizational and interpersonal skills, complemented by ability to work with short deadlines and to produce results under pressure.
  • Proven ability in initiating, developing and producing innovative materials to raise awareness among external partners.
  • Knowledge and proven ability in producing technical information for dissemination on a website.
  • Understanding of the principles and process of design, layout and production of publications for print and web.
  • Demonstrated skills in developing and implementing information strategies.
  • Sound planning and analytical skills with the ability to work independently and to promote consensus.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4510 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
