Position Title: Technical Project Manager, Registry Operations Location: Arlington, VA or U.S. remote Business Unit: American Carbon Registry (ACR) Reports To: Director, Registry Operations The nonprofit American Carbon Registry (ACR), an enterprise of Winrock International, is a leading carbon offset program recognized for its strong standards for environmental integrity and quest to innovate. Founded in 1996, ACR has over two decades of unparalleled experience in development of rigorous, science-based carbon offset standards and methodologies as well as operational experience in the oversight of high-quality offset project listing, verification, registration, offset issuance, serialization and on-line retirement reporting. ACR is an independent registry as well as a California Air Resources Board (CARB) approved Offset Project Registry (OPR) for the California cap-and-trade program. The process of providing the highest-quality client service – being responsive, accurate, and helping to solve problems, has become the hallmark of ACR’s success in the California regulated carbon market and led to our majority market share of compliance offset credit issuances. ACR has also been approved by the International Civil Aviation Organization (ICAO) to supply credits to airlines under the CORSIA and is positioning itself for a role in new compliance offset markets in other U.S. states and under Article 6 of the Paris Agreement. POSITION SUMMARY The Technical Project Manager is a technical role within the American Carbon Registry (ACR) Registry Operations unit, responsible for managing technical projects, serving as a primary point of contact to our contracted registry technology service provider, and contributing to all aspects of registry function and service to ensure that projects move through the process efficiently, while ensuring regulatory compliance, technical rigor, quality, and transparency. The position will manage the internal processes and external engagement for upgrade and enhancement projects to critical registry platform infrastructure for ACR and our sister registry, the Architecture for REDD Transactions (ART). They will work with other team members on registry maintenance efforts to identify and bring resolution to user interface bugs or data fixes necessary to ensure the smooth processing and accurate presentation of information in support of the integrity of the offset credits issued and transacted. The position will instruct and train the broader ACR and ART teams on infrastructure functionality developments and will facilitate ACR members’ use of the registry, as needed. They will also enhance ACR’s growth in the carbon markets by leading other registry initiatives of a technical nature and contributing technical expertise to strategic collaborations. KEY RESPONSIBILITIES Help manage engagement with our registry technology service provider. Participate in regularly scheduled meetings and communicate via email and phone, as needed, to present registry development needs, track outcomes, and address any issues or questions that arise. Maintain and improve functionality of registries so they are aligned with all relevant developments and requirements of the ACR, ART, and regulatory programs and are responsive to new market trends related to data collection, system approval workflows, and data access. Manage registry upgrade and enhancement projects, under the direction of the Registry Operations Director, including performing needs assessments, writing and reviewing design specifications of front-end components, rigorously testing new functionalities in the test environment, providing feedback to the registry technology service provider to enable fixes to the back-end components, and facilitating timely rollout to the production site. Learn, troubleshoot, and teach the functionality of the ACR and ART registry systems. Contribute to the design of a REST API and oversee product delivery and connection for a variety of data integration applications. Contribute to ACR and/or ART policy development and implementation for digital monitoring, reporting, and verification (dMRV) as well as distributed ledger technologies (DLT) and the tokenization of offset credits. Think creatively and practically about opportunities to improve registry service, data models, and data analytics. Support ACR and ART staff and members’ use of the registries during project listing, reporting, validation/verification, issuance, and transaction processes. Represent ACR and ART in meetings with partners, clients, regulatory agencies, and other organizations. Develop analyses, presentations, and other materials to support ACR and/or ART operations and strategic business development opportunities related to registry technology. QUALIFICATIONS AND BACKGROUND Education: Bachelor’s or Associate’s degree in Computer Science, Software Engineering, Systems Engineering, Computer Information Science, Information Systems, Information Technology, or equivalent field required; or Bachelor’s degree in Environmental Sciences/Policy, GHG Accounting, or related field, with ample coursework in computer science, software engineering, systems engineering, computer information science, information systems, information technology, and/or distributed systems required. Experience: Minimum of 5 years of business experience including at least 3 years direct experience in technical project management. Experience in environmental markets is an asset. Skills: Strong understanding of software engineering and database administration principles. Demonstrated project management ability, including tracking and meeting deadlines, coordinating multiple activities and clients, and collaborating with contractors and partners. Detail oriented with ability to meticulously test, review, and provide substantive feedback on user interface enhancements and upgrades. Strong organizational, analytical, and systems thinking skills and an ability to analyze current system through the lens of future releases. Familiarity with security integrity and database concurrency is an asset. Familiarity with distributed ledger technologies and use cases is an asset. Familiarity with receiving and interpreting remote sensing data is an asset. Willingness to learn on the job and adapt to changing circumstances. Ability to work independently, to manage workflow effectively, and to track and meet deadlines for multiple tasks. Ability to consistently interact with others in a professional, courteous, and tactful manner, maintain a positive attitude, and work effectively in a team setting. Strong interpersonal skills, impeccable integrity and trustworthiness, sense of humor, and diplomatic approach to problem solving. Competency with Microsoft Excel, Word, Outlook, Sharepoint, and Teams. Strong speaking and written communication skills. Fluency in spoken and written English is required. Fluency in one or more additional languages is an asset. Other: Must be available to travel domestically for short-term assignments.
