Description of the Assignment: In recent years, Bangladesh has witnessed a disturbing rise in cyber violence targeting women and girls, presenting a grave threat to their safety, privacy, and dignity in online spaces. Women and girls have emerged as primary targets of various forms of cyber harassment, including online stalking, cyberbullying, revenge porn, and dissemination of defamatory content.

This escalating trend of cyber violence against women not only undermines their fundamental rights and freedoms but also perpetuates a culture of fear and intimidation, constraining their participation in digital spaces and inhibiting their socio-economic empowerment. Moreover, cyber violence exacts a profound psychological toll on its victims, engendering feelings of vulnerability, isolation, and trauma.

Observing the increasing number of complaints and the complexity of the cyber violence that is being created in the context of Bangladesh, UNDP and PCSW unit of Bangladesh Police have agreed to build advanced institutional and professional services towards combating cyber violence against women and girls. As an integral component of this initiative, the Bangladesh Police will receive specialized technical assistance and technology mapping to augment their capacity in effectively combating cybercrimes targeting women.

Objectives

The primary objective of this assignment is to conduct a comprehensive assessment of the technological infrastructure and capabilities within the Bangladesh Police concerning cyber violence against women. The designated consultant will identify existing technological deficiencies and articulate specific requirements necessary to enhance the Bangladesh Police’s capacity in addressing cyber-crimes targeting women with efficacy and precision.

Period of assignment/services: 20 days over 03 months
