Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation. 

The earthquake in Turkey has shocked the world and we have taken swift action to help aid the cause. We are therefore looking for a wide variety of positions to fill the needs of a new humanitarian response team. 

 

Key activities in your role will include
  • Objective 1: Ensures the implementation of the Monitoring, Accountability, Evaluation and Learning activities through monthly and weekly plans prepared internally and with the implementing partners with the support of the technical and program teams. Ensure high quality MEAL outputs including reports, data sets, MEAL plans and indicator tables and updates are shared with the technical line managers and/or the senior management team on time. Supports the implementing partner in creating or reinforcing the same lines of business internally. Support the team’s (including partners) capacity building, by monitoring and assessing the team’s capacities and gaps, providing on-the-job coaching, and liaising with the Program Team for technical capacity development needs. Regularly review the internal and partner’s team performance, identifying strengths and weaknesses and capacity building opportunities. Ensure open, clear, and effective relationships and communication channels between the mission’s MEAL and program team and the partner’s MEAL, technical and programs departments Ensure the MEAL department’s key resources are allocated effectively and used efficiently in the base (plan, budget, etc.) , and follow up the MEAl Budget. Ensure the mission’s MEAL team’s compliance with the department’s protocols, tools, and policies. Supports program’s teams on the same line. Supports the revision and/or production of due diligence reports, internal and by partners, identifying significant non-compliance risk including its corresponding financial provision.
  • Objective 2: Regularly update the Deputy Country Director Program about framework’s implementation progress, problems, and opportunities. Develop and promotes digital IM tools and templates, under the supervision of the Program’s team Developing protocols for the data collection (including data protection) according to the applicable laws and regulations (national and EU). Support the continued development and adaptation of the MEAL system and tools to the context to ensure fit-for-purpose monitoring, evaluation, and reporting. For both, ACF and implementing partner’s systems. Support partner’s and internal research activities, field-based evidence collection, and human-interest stories and testimonies under the MEAL and ”do no harm” approach with guidance from the Program Team. Interviews and meetings with key stakeholders such as beneficiaries, suppliers, staff, counterparts, partners, authorities, etc. Plan visits to the field. Joint visits with the implementing partners. Supports the remote controls reviews of procedures and documentation. Develop customized PowerBI Dashboard with relevant data points for different users. Supports partners on designing and/or analysing the data for the same purpose.
  • Objective 3: Ensure mission has a MEAL’s strategic framework Ensure each project has a MEAL plan and communication framework, support the implementing partners team in developing tools, methodologies, data analysis and reporting Regularly participate in field visits and data collection for MEAL activities and reports with the implementing partners Review, and provide constructive feedbacks on reports / documents produced by the partners and program’s teams. Lead the aggregation and analysis of MEAL data to promote evidence-based decision making (internally), and supports strengthening the capacities of the implementing partner when required Train the team (internal and implementing partners) on new tools and support their continued capacity building Implement and promotes MEAL processes and tasks by mainstreaming cross cutting themes (gender, protection, conflict sensitivity, environmental sustainability)
  • Objective 4: Designing and training the mission’s staff to raise awareness on humanitarian accountability (if direct implementation is performed) and supports the implementing partners if required. Sets up and develops Feedback and Complaints Mechanisms in the different bases and the mission’s implementation areas (if direct implementation is performed) and supports the implementing partners with the same purpose. Ensures internal compliance and follow-up of the Feedback and Complaints Mechanism, and supports partner’s if required Supports the identification of activities with high risk of non-compliance, and the revision of correct documentation of operational activities.
  • Objective 5: Disseminates learning, monitoring and evaluation data and findings with relevant technical and project staff Ensure lessons learned are documented, disseminated, and followed up on over time internally, and supports the implementing partner in stablishing the internal framework and procedures Facilitate and document learning events as planned with the teams – both internal and partners ones (debrief meetings, reflection events, after action review and mid-term reviews) Contribute to the production of capitalization and learning documents, including lessons learned presentations, success stories, etc. to describe good practices, innovations, successes, as well as problems before, during and after the implementation of projects. Systematically save and structure MEAL tools, data, reports, and associated documents on NHF in accordance with the MEAL department’s data management and technical archiving protocol Supports the drawing up of lessons learnt and ensure corresponding adjustments in the organization’s control and compliance measures

 

Do you meet the profile required criteria?
  • Capacity to efficiently manage and motivate a team of officers and/or enumerators. 
  • Capacity to engage and build effective relationships with implementing partners and other stakeholders in planning, design, implementation of the MEAL framework. 
  • Ability to present findings and information to various audiences in writing and speech (line managers, the team, other departments, partners) through formal and non-formal means. 
  • Demonstrated capacities in the design and implementation of MEAL frameworks, including MEAL plans, indicator tracking, survey instrument design and administration, data analysis and results-oriented reporting. 
  • Being able to support and strengthen the capacities of the implementing partners: from the identification of needs, planning, execution, follow-up, and evaluation. 
  • Attention to details and effective reporting abilities.
  • Experience in project cycle management, research, data gathering and management, quantitative/qualitative analysis and reporting in English. Quantitative/qualitative interview and facilitation skills Experience with humanitarian needs assessments Gender and protection mainstreaming related experience is a plus.
  • At least 3 years of experience in a comparable environment at an NGO, national, or international organization.
  • Demonstrated abilities in the design and implementation of MEAL systems. Experience in qualitative and quantitative data collection methodologies and tools. 
  • Capacity to facilitate work with local partners and/or community-level actors in planning, design, implementation of MEAL systems and processes. 
  • Demonstrable track record in effective team membership and communications at a management level. Demonstrated MEAL field experience and competencies in collecting, cleaning, analyzing, and presenting data to a variety of audiences. 
  • Ability to present findings and information to diverse audiences through presentations, training, mentoring, and other formal and non-formal methods.
  • Proficiency in English (speaking and writing) is a must.  Desirable: Fluency in Turkish (speaking and writing).

 

Our remuneration package:

We offer immediate incorporation into a dynamic international network with the following remuneration package:

Formal employment contract: 3 months contract  

Salary: according to Action Against Hunger salary scale and previous experience.

This package includes:

  • Expatriate insurance (health, life, repatriation, travel, etc.).
  • Flights/travel to and from the defined area.
  • Return airfare for annual leave.
  • Accommodation and living expenses (in shared guesthouse).
  • Travel expenses to and from the mission.
  • 25 working days of paid annual leave per year.
