The Aspire to Innovate (a2i) Programme builds on the Government of Bangladesh’s efforts to introduce a citizen- centric culture of innovation in civil service to improve service delivery and make services more inclusive, affordable, reliable and easier to access. This project will provide support to establish institutional mechanisms and improve accountability to accelerate SDG achievements in Bangladesh.

This project will have three components:

    1. Institutionalizing Public Service Innovation and Improving Accountability
    2. Catalyzing Digital Financial Services and Fintech Innovations
    3. Incubating Private Sector-enabled Public Service Innovation

Aspire to Innovate (a2i) Programme’ is looking to recruit an Operations Analyst who will be responsible to manage and oversee the daily operations of the project. He/she will be the one to ensure that the project’s administration is well-coordinated and productive by managing its procedures and compliance to achieve the project goal.

The project is funded by the Government of Bangladesh, UNDP, and other development partners, and is implemented by ICT Division and Cabinet Division

Duties and Responsibilities

Under the direct Supervision of Programme Advisor, the Incumbent will do the following work:

  • Ensuring implementation of operational strategies.
  • Lead the financial management of the project
  • Coordinate the Procurement unit of the project to ensure efficient programme support.
  • Guide Human Resources unit of the project to ensure efficient personnel management.
  • Manage and coordinate the Administrative Activities of the project

Ensuring implementation of operational strategies

  • Supervise and coordinate the implementation of the operational activities
  • Lead to prepare the annual report for operational activities, TAPP, Prodoc, contract documents etc
  • Ensure full compliance of operations with UNDP and GoB rules, regulations and policies, implementation of corporate operational strategies
  • Knowledge building and sharing with regards to management and operations, synthesis of lesson learnt/best practices.

Lead the Financial Management of the project

  • Oversee the financial management of the project i.e, availability of fund, request for fund advance, activity wise fund allocation etc.
  • Ensure budget management, disbursement and expenditure tracking as per TAPP and AWP
  • Certify payroll and expenditures for direct payments through ATLAS
  • Administer the cash management
  • Work as focal person to lead the financial audits initiated by GoB/FAPAD and UNDP.
  • Ensure audit replies are in place and required follow-up on audit reports is made for ensuring that all audit observations are addressed/settled
  • Monitoring financial reports to be submitted to donors as mentioned into the agreement.

Coordinate the Procurement unit of the project to ensure efficient programme support

  • Ensure compliance to UNDP and GoB procurement rules, regulations and policies including source strategy, suppliers’ evaluation and selection, quality management, customer relationship management and performance measurement
  • Provide guidance to the project units to prepare procurement plan
  • Maintain close collaboration with the vendors to ensure best value for money

Guide Human Resources Management unit of the project to ensure efficient personnel management

  • Oversee and coordinate the recruitment process
  • Ensure project compliance with corporate human resources management policies, procedures and strategies and facilitate performance management
  • Ensure HR contract management
  • Ensure Human Resources Development activities of the project

Manage and coordinate the Administrative Activities of the project

  • Ensure general service management to all the project units
  • Provide advisory support to the project management to take administrative decisions on operational issues, monitoring and reporting on financial and programmatic aspects etc
  • Ensure vehicle management, petty cash management, logistics management support to the project

Required Skills and Experience
Education:
  • Master’s or Bachelor’s Degree in Business Administration/ Public Administration / Development Studies/Finance/Accounting or any other relevant discipline.
Experience:
  • 4 years of relevant experience in operations with Bachelor’s degree in Business Administration/ Public Administration / Development Studies/Finance/Accounting or any other relevant discipline; or 2 years of experience is required with Master’s degree.
  • Experience in providing operational support in project implementation
  • Experience in formulating operations strategy
  • Experience in asset & logistics management
  • Managerial experience in programme finance; human resources; procurement
  • Experience in programme support, management advisory services and managing staff and operational systems
  • Experience in large scale budget management
  • Experience in national or international donor funded programme will be a plus

Language requirement:

  • Fluency in written and spoken English and Bangla
