Senior Treasury Officer

 

Organizational Setting and Work Relationships

The Senior Treasury Officer, contributes to Core Treasury Financial Risk Management, Systems, Processes and integrated financial delivery of Cash Based Intervention (CBI). UNHCR’s Treasury Management is centralized at Headquarters, manages total liquidity pool p.a. of equivalent US$10bn (100 currencies) in close coordination with the operations in a decentralized Organizational structure, throughout 130+ countries, 400+ Field Offices. The Senior Treasury Manager is deploying integrated Treasury Management Systems, together with processes, in compliance with treasury risk management frameworks, with oversight on CBI financial policy and guidelines, performs CBIs due diligence and sign off. The Senior Treasury Officer reports to the Head of Treasury and Cash Service, responsibilities and accountabilities devising specific, contextual policy for UNHCR’s Treasury and Risk Management, and CBIs. The Senior Treasury Officer directs integration to access global financial ecosystems, design, roll -out to global Financial Service Providers. Treasury and Cash Service is led by Head of Treasury and Cash Service, three main units: (1) Foreign Exchange and Investment Management:  led by 1 P5 (Assistant Treasurer for Liquidity and Investment), 1 G7, 1 G5; (2) Global Banking and Cash flow Management with 1 G7, 1 G6; (3) Treasury Financial Risk Management, Treasury financial policy and financial services for Cash Based Interventions: 3 staff at the P4 level. Internally: the incumbent extensively collaborates, and coordinates with UNHCR’s country offices, and/or Bureaux and /or HQ and relevant divisions and sectors. Externally: oversees, negotiates with global/ local banking relationships, central banks, donors, partners, vendors, UN agencies, key stakeholders. The Senior Treasury Officer participates in the UN Working Group for Common Treasury Services (WGCTS) to promote UN Collaboration approaches, for banking relationships and CBI’s.

Duties

  • Manage and apply Core Treasury industry best practices, expert knowledge, skills and experience in Global Treasury and Risk Management:  providing integrations, reporting and disclosures for Treasury in: using analytical tools, conducting financial evaluation, setting key risk and compliance criteria, mitigation criteria, applying treasury industry standards.
  • Manage an integrated Treasury risk management strategy, framework, policy and develop specific guidelines, Treasury assessment criteria to monitor and devise mitigation measures.
  • Assess and review compliance requirements:  Central Banks, Sanctions, Financial Action Task Force recommendations (FATF); reporting in alignment with UNHCR’s Anti-Money Laundering Policy.
  • Manage real time treasury integration requirements for Treasury flows in (data, money), auditable traceability in Treasury decision management and execution, embed risk control measures for standardization, integrity of data and information, mitigation of related treasury risk and fraud.
  • Deploy and apply specific Treasury risk management analysis, applying treasury risk evaluation methodologies and econometric treasury assessment, treasury visualization tools, define treasury risk framework.
  • Manage functional, technical financial service provision for CBI delivery, in compliance with the AI for CBI Financial Procedures, applying expertise in treasury risk management methodologies, utilizing financial review and appraisal for risk parameters.
  • Manage next generation Treasury Management Systems (TMS), support digital transformation, deploy Digital Hub of Treasury Solutions (DHoTS), promote treasury UN inter-agency collaboration for financial gateway connectivity to financial ecosystems.
  • Manage Treasury CBI’s compliance requirements, devise reporting and disclosure, and apply treasury industry standards disclosures for Treasury risk management.
  • Manage access to global and local bank relationships, UNHCR’s financial services with access to global/regional/country financial ecosystems.
  • Manage and periodically update Treasury management policy, guidelines, benchmarks, performance, reporting requirements
  • Collaborate within a dedicated team of highly skilled, and expert Treasury staff at Headquarters, provide leadership in Treasury coordination across the Organization (Country, Bureaux), and inter-agency collaborations.
  • Manage and perform all related duties in global Treasury and Risk Management meeting UNHCR’s operational requirements and compliance with financial regulators.

Coordinate with Country Operations

  • Manage Treasury and Risk Management is implemented according to UNHCR’s policies, regulations, and rules.
  • Manage Treasury Management to fully meet UNHCR’s operational needs, and included in preparedness and response planning, emergencies for CBI’s.
  • Leadership in Treasury Management assessment to ensure optimal delivery to UNHCR stakeholders, worldwide.
  • Manage Treasury compliance with requirements: local governmental and related regulators, central banks, Anti-Money Laundering – Terrorist Financing.

Coordinate with Regional Bureaux

  • Manage coordination of Treasury Management Requirements with Regional Bureau, with country operations.
  • Manage functional and technical support to country operations, in all aspects of Treasury Management requirements.
  • Manage banking and access to financial ecosystems, related financial service provision, assessment, and documentation.

In Headquarters – Centralized Treasury Core Management

  • Manage organization -wide Treasury Management policies, guidance, functional and technical tools, including policy documents, technical guidance, evaluations, compliance requirements, communication, traceability, and accountability.
  • Manage functional and technical Treasury support for rollout and implementation for Treasury Management Systems, processes, and procedures (Bureaux, and operations).
  • Manage global Treasury Management related illustration, centralized deployment, training, and learnings.
  • Manage interdivisional support and contribute to integrated Treasury Management across the Organization and stakeholder management.
  • provide leadership in financial services provision, global financial ecosystem integrations, specialized monetary assessment throughout the Organization, and inter-agency collaborations.

Advanced University Degree in Finance, Business Administration,  Economics,  Accounting  or related field;

– Minimum 10 years of previous job experience in the centralized treasury and cash management, and associated financial risk management, including experience of contextual direct cash assistance delivery

The Senior Treasury Officer directly reports to the Head of Treasury and Cash Service, within the Division for Financial and Administrative Management (DFAM).The Treasury and Cash Service develops banking and liquidity  policies, processes and procedures to optimize the availability and management of UNHCR’s  total Cash Holdings.  Treasury and Cash Service is engaged in designing and implementing a bespoke Financial Control Framework to institutionalise the Cash Based Interventions (CBI) strategy, together with validating the required governance and structure by identifying potential risks and gaps.  The Treasury and Cash Service is led by the Treasurer and consists of  8 staff : with three main units : (1) Foreign Exchange and Investment Management with 1 P4, 1 G7, 1 G5;  (2) Global Banking and Cash flow Management with 1 P3, 1 G7, 1 G6;   (3) Cash Based Interventions delivery with 2 new posts at the P4 level.The newly established Senior Treasury Officer position will provide guidance for the institutionalization to expand the use of best practice in the context of cash management and strategic adaptation to integrated CBI delivery. Therefore, Treasury Management is required to provide expanded professional expert expertise to apply  best practices in global cash assistance associated to CBI¿s and managing associated financial risk through an integrated enhanced centralized approach within its current global management in liquidity i) $ 3.5 bn. in receipts of contributions in 10 major currencies and ii) $3.2 bn. providing the funding for disbursements worldwide in 98 currencies throughout 125 countries and 325 field operational bank accounts.
